Each Home Counts Report

The Each Home Counts review was launched in 2015 to consider issues relating to consumer advice, protection, standards and enforcement in relation to home energy efficiency and renewable energy measures in the UK.

The report sets out the recommendations from the review chaired by Peter Bonfield, with workstreams led by industry representatives from across the sector. The review makes a number of key recommendations. In the next stage, industry will develop detailed plans to implement the vision set out in the report.

The report’s recommendations outline a new framework including a Quality Mark for the domestic retrofit sector, to build further on recognised consumer brands such as the Gas safe Register, Trustmark and Kitemark. The Quality Mark should indicate that the holder is delivering to best practice standards in the sector. This will enable the consumer to know what to look for to receive high quality installations or advice and that the Quality Mark is backed by strong redress and enforcement processes. To obtain the Quality Mark, installers, designers and assessors will need to show they have been certified by an approved certification body and meet the requirements of three elements – a Code of Conduct, defined Codes of Practice and Standards and a Consumer Charter.
